The name of this place is The Crucible and it looks like a community art collective. Their website is www.thecrucible.org. I didn't see any mention of the caboose.

Last couple of times I`ve passed here, the caboose is gone and don`t know where to.

Meh... The Crucible is way expensive and over-rated.
